Two independent layers operate simultaneously:
- Proactive —
params.rate_limit(optional, token-bucket or sliding-window). Enforced before each request by sleeping until a slot is available. - Reactive — inherited from the inner
RestApiAdapter. A429response with aRetry-Afterheader causes an automatic sleep and retry.
